The Lifeline program provides free or reduced cell phone and/or land line service to eligible households in Wisconsin including Wood County. Only one person per household can have a Lifeline plan. In order to be eligible for a Lifeline plan, the person must be a recipient of one of the following public assistance programs:

·         BadgerCare

·         FoodShare

·         Medical Assistance

·         SSI

·         Wisconsin Heating and Energy Assistance Program (WHEAP)

·         Wisconsin Homestead Credit (Schedule H on WI tax return)

·         Wisconsin Works (W-2)

No Cost Cell Phone Programs

There are a number of national providers for Lifeline including Safelink and Q-Link. Both have service areas in Wisconsin but that does not mean that the cell coverage is very good. It is advised you research at the above website for the best provider in your area.

Telecommunications Assistance Program (TAP)
The TAP is a program to distribute telecommunication equipment to low-income individuals who are hard of hearing or hearing impaired.  Contact your local telephone company or Wisconsin Department of Hard of Hearing at 608-243-5626.  Click here for more information.

Wisconsin Shares is Wisconsin's child care subsidy program that helps families and caretakers pay for child care.  To learn more about the program, click HERE.

Child Caring (Child Care Resource and Referral Agency)

Career Closet

The career Closet is a local, non-profit resource for Wood County residents who need free clothing for job interviews. You can come in without an appointment during regular business hours and can schedule an appointment for after  hours.  They are located at 1905 Washington St, Wisconsin Rapids WI  (Behind Baker Drive IGA). Soup or Socks Clothes Closet

Soup or Socks Clothes Closet is a referral only service located at 200 S Lincoln Ave, Marshfield in the First Presbyterian Church. The closet is staffed on Tuesdays and Thursdays from 12:30 to 3:30 by volunteers around the community. Each person in the household will receive 3 tops, 3 pants, 1 pair of shoes or boots, 1 jacket, 1 pair of gloves, 1 package of socks, and 1 package of underwear. Ask your FSET case manager how you can be referred today!

Hair Cuts

Your FSET Case Manager may issue a Cost Cutter's haircut voucher which may be used to receive a professional groom in preparation for a job interview.  Please contact your FSET Case Manager for this service.

Energy Assistance

The Wisconsin Home Energy Assistance Program (WHEAP) provides assistance for heating costs, electric costs, and energy crisis situations. Operating with federal and state funding, the program provides assistance to approximately 230,000 Wisconsin households annually.

Most types of fuel are eligible to receive assistance.  The amount of the assistance varies depending on a variety of factors, including the household’s size, income, and energy costs. In most cases the benefit is paid directly to the household energy supplier.

How to Apply

Your household may be eligible for WHEAP  based on a number of factors. However, if the gross income for your household is less than the amount shown on the following chart, you might be eligible to receive assistance. Households must complete a Home Energy Plus application through the local WHEAP agency.

Emergency Assistance

The Emergency Assistance program is operated under the Wisconsin Works (W-2) program.  It is primarily for housing crisis situations but also has an Energy Crisis component. In general, to be eligible for an Energy Crisis payment (of up to $500), an applicant must meet all of the following:

  • You must pass non-financial and financial eligibility for the program;
  • You have already exhausted other funding options and resources;
  • You need financial help to maintain heat, electricity, water or sewer provided by a utility company;
  • The lack of or imminent lack of one of those utilities is likely to be an immediate threat to the health or safety of any member of your EA group;
  • The energy crisis is beyond the control of you or another caretaker relative or has been found to have good cause by the EA worker.

Medical Assistance

Medicaid is similar to a health insurance program, but with a few exceptions, such as Medicaid Purchase Plan (MAPP), there are no insurance premiums and very few limitations on coverage.  This program offers people with disabilities who are working or interested in working the opportunity to buy health coverage.

There are other types of Medicaid (health insurance) determined by eligibility guidelines. Income and asset requirements are based on FPL (federal poverty level) rules.  These programs are administered through the Northern Income Maintenance Consortium which includes BadgerCare, Family Planning, Community Waivers, Nursing Home and Elderly-Blind-Disabled medicare programs.

Crisis Intervention

Telephone service is available 24 hours a day!  In Wisconsin Rapids-surrounding areas call 715-421-2345 and Marshfield-surrounding areas call 715-384-5555.  Wood County Crisis Interventionists area available to provide a listening ear, assist with problem solving on stressful situations, assess need for and arrange urgent care appointments in the Outpatient Clinic, provide approval for mental health detentions in collaboration with law enforcement, initiate a Mobil crisis personnel, and make referrals to other available resources.  For more information on these services, please click here.

Emergency Assistance - Forward Service Corporation

Emergency Assistance (EA) provides funding to families with a child(ren) who meet all eligibility criteria. Among other requirements, to be eligible for EA, the applicant must be experiencing a current emergency due to fire, flood or natural disaster, impending homelessness, homelessness, or energy crisis. 


EA can help a group avoid eviction by paying a portion of past-due rent or mortgage or can help a group move into new housing.  The group must be at or below 115% of the Federal Poverty Level limit and have less than $2,500 in countable assets.  A group can receive assistance only once every 12 months.

Wood County Transportation

The Wood County Elderly and Disabled Transportation program provides rides to persons over the age of 55, and people who have a disability that prevents them from driving. Rides are provided for shopping, to and from medical appointments or to other locations as needed. 

In Marshfield, transportation is provided Monday - Friday from 9AM-2:30PM.  The bus is equipped with a wheelchair lift. The cost to ride the bus is $1.50 for a one-way ride. If shopping at Festival Food or Pick’n’Save, the store will pay for the cost of the fare.

In Wisconsin Rapids, transportation is provided Monday - Friday with routes running through Nekoosa and Port Edwards to Wisconsin Rapids. Pick-up times begin around 8:15AM from the rider’s home. The bus is equipped with a wheelchair lift. The cost to ride the bus is $1.50 per one-way trip. If shopping at West Grand IGA or Baker Street IGA, the store will pay for the cost of the fare.

Rural transportation for Wood County is $5 round trip and pick up dates may differ, to see which areas are considered rural, and for all other questions, call Wood County Human Services Community Resources at 715-421-8989 or click here.

MTM Transportation

Transportation service to medical appointments (non-emergency) for recipients of medical assistance (BadgerCare, Medicaid, Medicare).
